Statement from B.O.S.S. on the Federal Reconciliation Law

Following is a statement from Dresden Farrand, Executive Director of the Black Owners of Solar Services (B.O.S.S.), on the final passage of the reconciliation law:

The reconciliation bill passed by Congress this week represents a concerning shift for the future of equitable clean energy in America. Although it avoids some of the most damaging provisions, it still threatens the important progress made in expanding opportunities, access, and ownership within the solar and storage industries.

Clean energy development is not just about technology; it is a pathway to economic resilience and generational wealth for historically underrepresented communities. However, this legislation tightens deadlines, alters tax credit structures, and introduces new barriers that disproportionately impact small and minority-owned businesses struggling with limited access to capital.

What is most disheartening is the lack of attention given to the thousands of entrepreneurs, developers, and local leaders who have been driving innovation in underserved communities. With this bill, many will face new uncertainties, jeopardizing job creation, stalling investments, and hindering momentum just as it was beginning to grow.

B.O.S.S. was established to confront challenges like this head-on. Our mission is based on resilience, not mere reaction. When policies present obstacles, we respond with strategic collaboration and an unwavering commitment to equity. We will continue to lead with purpose, ensuring that no community is left behind in the clean energy transition.
